Problem: Trash haulers licensed to do business in Falmouth are taking their garbage directly to Bourne or SEMASS.
Why? Those venues charge $45/ton, whereas the Upper Cape Regional Transfer Station (UCRTS) charges $89/ton.
The result? Falmouth has had to pay more than $50,000 because we're not delivering enough trash to the UCRTS meet our contractual obligation.
The solution? Use a stick: Fine the haulers, forcing them to bring their trash to the UCRTS.
A better solution? Use a carrot: Have the UCRTS charge $45/ton.
Problem solved.

Would that mean that the town would need to subsidize to have the lower fee at UCRTS?
Does their contract require them to haul to UCRTS or can they haul anywhere they like? If so they are in breach of contract. The contract does include penalties right?
If not get rid of whoever negotiated the contract for the town, future problem solved but you (the taxpayers) are stuck with paying for this one.

Good question; I don't know the answer. However, we are already paying a subsidy - $50,000 - by not providing enough trash. It's possible that at $45/ton we might be "subsizing" the commercial haulers, but if that costs us less than $50,000, we'll be ahead of the game.

It is not a contract that requires them to haul the trash to the UCRTS, it is the license they receive from the town. According to the terms of the license, if they don't bring their trash to the UCRTS, they can be fined. The problem is that no one has enforced this.
